Employee Benefits
The Minneapolis Public Housing Authority offers the following benefits to full-time employees. Eligibility for most benefits and MPHA-paid contributions towards the cost of medical, dental, and life insurance plans begin the first of the month following thirty (30) days of employment. *Some part-time employees may be eligible for benefits.
Health Plan
Our 2023 medical plans are insured by HealthPartners and offer a wide range of covered services, including physician and hospital service and prescription drugs. MPHA offers seven medical plans. Covered services are subject to an annual deductible and out-of-pocket maximums.
2023 Medical Plans:
Open Access Network allows you to decide where you want to get care. This plan has the most choices for doctors and clinics covered in-network.
- HealthPartners – Open Access Network Plan ($2,000/single or $4,000/family deductible in-network): $130.55 per month for single coverage or $454.30 per month for family coverage
- HealthPartners – Open Access High Deductible Plan ($3,000/single or $6,000/family deductible in-network): $118.38 per month for single coverage or $411.97

Achieve Network is metro-based and includes Park Nicollet and HealthPartners doctors, clinics and hospitals, and a select group of independent doctors, clinics, and hospitals. This plan includes extensive access to the best doctors and hospitals in the metro, a referral is not needed.
- HealthPartners – Achieve plan ($2,000/single or $4,000/family deductible in-network): $122.71 per month for single coverage or $427.04 per month for family coverage
- HealthPartners – Achieve High Deductible plan ($3,000/single or $6,000/family deductible in-network): $111.28 per month for single coverage or $387.25 per month for family coverage
Select Network is a team-based primary care clinic that combines online care and traditional in-person visits into one so you can receive the care you need, the way you want it. The member will work with the same group of clinicians each time they need care or other support.
- HealthPartners – Select – $1,500 plan ($1,500/single or $3,000/family deductible in-network): $115.85 per month for single coverage or $403.16 per month for family coverage
- HealthPartners – Select – $2,000 plan ($2,000/single or $4,000/family deductible in-network): $110.960per month for single coverage or $386.15 per month for family coverage
- HealthPartners – Select – $3,000 High Deductible plan ($3,000/single or $6,000/family deductible in-network): $100.620per month for single coverage or $350.17 per month for family coverage
HRA/VEBA
Our medical plan includes employer contributions to a Health Reimbursement Arrangement (HRA) plan. The HRA is funded by a VEBA trust. The HRA/VEBA is designed to help pay out-of-pocket costs for health care expenses not covered by insurance. For single coverage, MPHA contributes $107.50 per month to an HRA/VEBA account. For family coverage, MPHA contributes $251.58 per month to an HRA/VEBA account.
Flexible Spending Health and Dependent Care Accounts
Flexible Spending Accounts allows eligible employees to save money, pre-tax, to pay for eligible health care and/or dependent care expenses.
Dental Care
MPHA offers eligible employees and their dependents dental coverage through HealthPartners, and MPHA pays the full cost of your premiums. This is a comprehensive plan for all dental services and covers preventative care at 100% in-network, with no deductible.
Voluntary Vision
MPHA offers an EyeMed Vision Plan. This is a voluntary plan; employees pay 100% of the premiums and participation is optional. The monthly rates are $4.01/single and $10.21/family. The plan covers frames, lenses, and contacts, but does not include coverage for exams. MPHA’s medical plan includes coverage for an annual preventative eye exam.
Voluntary Accident Insurance
Accident Insurance pays you money based on the injury and the treatment you receive. The money is paid directly to you and you decide how to
spend it. You can also purchase coverage for your spouse and dependent children.
Voluntary Critical Illness
Critical illness Insurance can help protect your finances from the expense of a serious health condition. Treatment for these conditions can be very expensive, so
this voluntary insurance can help by paying a lump sum directly to you at the first diagnosis of a covered condition. Employees can purchase coverage for themself and their spouse.
Life Insurance
Eligible employees automatically receive basic group term life insurance equal to one and a half times their annual salary, to a maximum of $275,000. MPHA pays the full cost of this benefit. Employees may purchase additional voluntary term life insurance for themselves, a spouse, and/or children.
Retirement Plan
The MPHA Retirement Plan through Principal is a 401(a) defined contribution plan for our full-time benefits eligible employees. The first of the month after six months of service an employee can enter the retirement plan, subject to service hour requirements. Currently employees contribute 5% of their salary and MPHA contributes 7.5% of the employee’s salary.
Long-Term Disability Insurance
Holidays
Full-time eligible employees receive eleven (12) paid holidays per year which includes one (1) floating holiday (floating holiday subject to probationary rules). These holidays are:
* New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, Day after Thanksgiving, and Christmas Day.

Metropass — The Metropass program allows eligible employees to enroll in a pass for unlimited bus or light rail rides at a discounted price.
Employee Assistance Program
MPHA’s employee benefits package includes access to a confidential service that provides counseling services to help you or your family members deal with financial, legal, work-related, and relationship issues. This benefit is available to all MPHA employees at no additional cost.
