Minneapolis Property Owner Incentive Fund

The Minneapolis Public Housing Authority, in partnership with the City of Minneapolis, administers the Minneapolis Property Owner Incentive Fund to benefit new and existing property owners who work with the Housing Choice Voucher (HCV) Program, also known as Section 8 rental assistance.

The fund provides for the following types of payments (subject to overall funding limits):

  1. A one-time, $250 incentive fee for property owners who are new to the HCV Program (after Jan. 1, 2018)
  2. Reimbursement for losses related to temporarily holding an apartment open for a vouchered tenant
  3. Reimbursement for repairs, in certain circumstances

The first two types of payments are identified and disbursed using internal monitoring processes at MPHA. However, if you believe you may be due one of these payments and have not received one, please send an email to OwnerOutreach@mplspha.org.


For reimbursement for repairs, property owners must submit a claim to HCV documenting the damage, along with invoices for repairs, using the following form:

Under the rules for the fund, payments for repairs or damages left by a tenant in the HCV program must exceed the security deposit paid by the tenant. Any claims will be reviewed by MPHA and approved on a case-by-case basis. City of Minneapolis Regulatory Services will work with property owners in verifying damages as a part of the approval process. MPHA will make all payments via direct deposit.
