Commitment to Allocating Contracts to Historically Disadvantaged Partners
MPHA regularly contracts for a variety of professional services, construction services, and supplies and values and pursues resident, Section 3, and woman-and minority-owned business participation and employment in its contracting. MPHA has a participation goal of 20% minority-owned business enterprises (MBE), and 7% woman-owned enterprises (WBE). In addition, 25% of the total labor hours worked on MPHA projects must be worked by Section 3 workers, of which 5% must be worked by Targeted Section 3 workers.
MPHA takes affirmative steps to help ensure these goals are met by conducting outreach and encouraging W/MBE firms to submit responses to MPHA solicitations and by providing a bid and proposal preference to Section 3 certified firms or firms that meet the Section 3 labor hours requirement. In addition, MPHA requires all firms that do not meet the definition of a W/MBE business or Section 3 business to provide documentation on their outreach levels if they do not meet the contracting goals above and with whom they are contracting to achieve those goals.

Section 3 Explained
While MBE and WBE might be common nomenclature, Section 3 is a designation unique to HUD. Named after the relevant section of the Housing and Urban Development Act of 1968, Section 3 requires that economic opportunities generated from HUD funding be directed to low- and very low-income persons. In all its contracted work, MPHA seeks to exceed HUD’s requirements by directing as many opportunities as possible to businesses that are owned by, employ, or subcontract with qualified Section 3 workers.
