Minneapolis Highrise Representative Council (MHRC)

The Minneapolis Highrise Representative Council (MHRC) is the independent (501C3) city-wide public housing high-rise tenant organization in Minneapolis. Its mission is to “promote self-government by residents of public housing, and to represent their interests to the Minneapolis Public Housing Authority, public officials, service providers and other organizations.”

The MHRC works to build and support strong high-rise resident council in all 42 MPHA high-rises, housing over 5000 residents and also works with MPHA collaboratively on a variety of resident participation activities. The MHRC advocates on behalf of city-wide high-rise resident issues and concerns, sponsors Project Lookout (the high-rise resident security program operating supported by hundreds of resident volunteers), and oversees resident management of high-rise laundry room facilities. The MHRC also implements resident-led diversity and active living initiatives and publishes a newsletter, the Highrise Lowdown, delivered monthly to residents’ doors.

MHRC is the umbrella organization for the individual building resident councils throughout MPHA’s high-rises. These building councils meet monthly, led by officers elected by the residents. Resident councils provide input to MPHA management, coordinate resident activities and events in their buildings, participate in their neighborhoods, and work with other resident organizations on common interests and issues.
