This Statement of Corporate Policies establishes policies for carrying out MPHA programs in a manner consistent with HUD requirements, MPHA’s MTW Agreement, and local goals and objectives included in MPHA’s MTW Annual Plans. These policies are available for public review.

At present, the Statement of Corporate Policies available on this page contains policies applicable to MPHA’s Housing Choice Voucher program, including project-based vouchers (PBVs) and MPHA-owned PBV properties (Elliot Twins and scattered site family homes).  Follow this link if you need the public housing policies.

The Statement of Corporate Policies is the controlling policy document governing the rental assistance programs administered by The Housing Authority of the City of Minneapolis, Minnesota (“Minneapolis Public Housing Authority” or “MPHA”). The Statement of Corporate Policies captures the Moving to Work Demonstration policy innovations in effect for the Housing Choice Voucher Program which includes Tenant-Based Rental Assistance, Project-Based Voucher Assistance, and any MPHA Sponsor-Based Assistance. Finally, the Statement of Corporate Policies is organized around Minneapolis Public Housing Authority’s guiding principles and its mission to promote and deliver well-managed homes to a diverse low- income population and, with partners, contribute to the well-being of the individuals, families, and community we serve.
